Ch. 11 – Meet the Commitment
Description
In this chapter, we examine the Chopra to Black title commitment and consider the role of Fund Members in clearing its BI requirements and appropriately addressing and modifying its BII exceptions. In doing so, helpful tips and best practices are offered when handling commonly encountered requirements and exceptions. In addition, a class exercise will ask attendees to “solve” on their own tricky title requirements utilizing Fund resources.
Michael Rothman, Senior Manager, Legal Education, The Fund
Michael Rothman is The Fund’s Senior Manager, Legal Education, having joined The Fund in 2017. As manager, he is responsible for supervising the preparation and delivery of all Legal Education Department content, including its CLE-accredited webinars and seminars, and live training classes, including New Member Training and Fund Commercial Training.
Prior to joining The Fund, Mr. Rothman was a partner in the Miami firm of Rothman & Tobin, P.A., where he served as an outside claims counsel for The Fund, assisting in the resolution of title claims for its insured owners and lenders. Mr. Rothman also was a Fund Member and handled residential and commercial closings and represented some of Florida’s premier homebuilders in many south and central Florida communities, including Weston, Celebration, Baldwin Park and Lake Nona.
Mr. Rothman has presented at The Fund Assembly on multiple occasions, and was a frequent lecturer for National Business Institute, speaking on topics ranging from claims avoidance to ethical considerations for the real estate practitioner. Mr. Rothman is a graduate of SUNY-Albany and the University of Miami School of Law.

Debbie Hart, Education Administrator
Ms. Hart has been with The Fund since 1986. Over the years, she has worked in various positions, gaining valuable knowledge of The Fund’s products and services.Prior to joining the Legal & Branch Education Department, she worked as Coordinator of the Product and Customer Management Department in support of the sale of Fund products to non-member accounts.Ms. Hart spent three years as a Customer Training Representative, where she was responsible for presenting and training on DoubleTime, ATIDS and Propel.She now serves the role of Education Administrator, where she is responsible for the coordination of Legal Education seminars as well as the New Member Training (“NMT”) program.
